All drinks in limousine should be complimentary. When I was passenger of limo, I rode many different types of limos. Completely dry (empty) limo to limo with fully assortment of drinks and ice. I didn't know why some limos are dry and some limos are full of drinks with ice.
Now I know and let you know why. When I work for one of nation's top 5 company, they have stock room for water and soda. Chauffeur can take as many drinks to limo (and sedan, SUV). Those drink stay in car to next driver if passenger didn't consume. This stock room has no liquor (beer, wine, whisky) and company doesn't reimburse if chauffeur buy liquor for passenger.
Another company I worked for had no stock room but reimburse to chauffeur. Most of stretch chauffeurs carry box full of drinks in trunk of their personal car. When they start shift, they put all drinks from his personal car to limo and take them back to personal car when they finish shift.
Most of alcohols were bought by chauffeur's own money in many cases.
Again, many chauffeurs work for minimum wage. They don't want to spend their own money for every trip. If chauffeur does only airport transfers everyday, I understand he doesn't want to stock full drinks and Ice but only whatever company provided to him.
When I use to work for large limo companies, I had average 20 requests per month. I kept changing stock from beck's beer to corona, Vodka to Jack Daniel's to meet client's favor. But if you don't know who will be your chauffeur, limo maybe empty or full stock, you will never know.
I met a chauffeur at limo parking for Grammy few years ago. She showed us a large brief case. There were many different kind of mini bottles of liquor and individual pack of Aspirin, Advil, Imodium and anti-motion sickness in brief case. She proudly said "$1 for each " I asked her "Did you buy them for $1 each ? " "No. I sell them for $1 each to passenger to make extra money " I guess she is in wrong business. She should work for convenience store.
I also carry Advil, Imodium, anti-motion sickness, band-aid, burn treatment, CPR kit, first aid kit and bandage. But mine are all complementally. Please feel free to ask me if you have headache, cut, motion sickness, heart attack in my limo, I might have temporally solution.
I use to carry cough drop and 7 different phone chargers when I use to pickup passengers from airport everyday. Because air in airplane is dry and many passengers were coughing in my limo after they came from airport. Also, many passengers keep talking on phone after got off airplane. It makes his/her phone out of battery.
Make you comfortable is chauffeur's primary job.
